platform: Add UsePlatformWIFIMonitor to gRPC interface

Align dev-next-grpc with wip2 by adding UsePlatformWIFIMonitor()
to the new PlatformInterface, allowing platform clients to indicate
they handle WIFI monitoring themselves.
